SCJ designed roadway improvements and managed construction for this project in Shelton. The pavement was failing badly, and the corridor lacked facilities for pedestrians and bicycles. SCJ redesigned the horizontal and vertical alignment of Pioneer Way to make space for sidewalks while avoiding expensive cut retaining walls. We dramatically improved safety at the five-legged intersection with University Avenue by closing a leg and realigning the geometry. With its location in close proximity to an elementary school, SCJ improved safety for school children by adding rapid rectangular flashing beacons for crossing Lake Boulevard. The design was funded by federal aid, and construction was funded by the TIB. We used value engineering principles and Pareto diagrams to find ways to save nearly $500k and keep the project within grant funding budget limits.
